Emergency Vehicle Driving Question

If you are coming up to an intersection with your lights on and all of the lanes are full going northbound, straight and the left turn lane. If the civilian doesn't pull over to the right enough to let you use the left turn lane, do you go into the southbound lane to enter the intersection? Would that be safe to do?

I would slowly and very carefully go into the oncoming traffic lane to get around the stopped vehicles.
