Do you think the tattoos will automatically disqualify me?

I have a good amount of tattoos I got when I was a teenager. I really do like them, but I regret the placement of them. I have a full sleeve and on my hands as well. None of my tats are racist, gang related or offensive. Would it be possible if I was to wear long sleeves to cover the arms and use make up to cover my hands up, could I apply and hopefully be accepted? Do you think the tattoos will automatically disqualify me?

In my department, somebody that is looking to get hired with tattoos must ensure that the tattoos are not visible to the public while they are on duty, like wearing long sleeves. The tattoos on your hands might give you a problem.
