Have there been any laws passed in the past year or so that allows police offers to use excessive, violent force even when not necessary?

I've seen too many videos in certain states in which officers are completely abusing their power. One in particular very much disturbed me; a man who was in a wheelchair was being punched in the face by an officer several times until he feel to the grown and then arrested. Why was the punching necessary? His behavior was very unprofessional and acts like that make it extremely hard to trust cops.

I do not think any state would pass such a law, that is totally inappropriate behavior you mentioned. I hope that officer was let go and charged with assault. I think one of the main reasons excessive force is happening so often is that the officers who do it keep getting away with it. They don't have a sense of being under the law and professional conduct themselves.
