Complete stop

I've heard from several different sources as to what exactly is a complete stop at a stop sign. When stopping at a stop sign, I was told that a slow count to 3 constitutes as a complete stop. Is this true? Or has that been misconstrued to support and officers excuse to pull someone over?

I have heard the same; stop, count to three and go otherwise they will pull you over for not making a complete stop or call it a rolling stop. I have been pulled over once for a rolling stop but was just given a warning.
