Apply to one department or many?

Hello, Im currently in college and working on getting my B.S. degree which I expect to receive in 2 years. I am also an intern for the local county department which happens to be my first choice department once I apply. I was wondering whether its better to apply to my first choice and see what happens or apply to as many places possible?
